Dancing (Like ballroom dancing) lessons. There's a studio near me that offers lessons for $5 every friday nights. (It's really basic stuff, and the crowd is huge, but I think it's way better than expensive "real" classes)
Kino is required and escalation is a piece of cake.
Maybe not a date, but a good after-date thing is karaoke. If you've already hung out somewhere, it's a nice place to go to just have fun.

All the elementary school playgrounds in my area are either
A) Full of kids
B) Full of Teens (Seriously, one night I went up to one and there were like 12 teenagers just standing around.
C) Fenced off.
