First of all lets clarify that Osama was not part of the American Government in any way shape or form.
Secondly, yes his death will lead to retributions on the American people in the form of terrorist attacks but killing him was not only a demonstration of justice being served but more importantly in greatly strengthened the Obama administration. It worked well for Obama as a political move considering that he needs public support for the upcoming 2012 elections, he was lucky that they found Osama when they did, they have been tracking him for 10 years now. Its all Politics.

I think a better way to serve justice in this world would be to try the Bush administration for war crimes against the Iraqi people after the 2003 invasion, especially during operation phantom fury. Shooting someone in the head then dumping their body in the ocean isn't exactly serving justice..

even if he was, he never used the training. osama fought the soviets with the americans, but didn't use the technologies. the americans had night vision shit and such in hte dark mountains at night and these afghans and shaheeds(arabic for martyrs) ran from the soviets without any technology
