Well it really depends on what type of look you want.
Thats important though - You have to pick a look and stick to it. Buy things that fit into the image you are trying to project (Classy, Preppy, Gangster, et c.) and plan out what you wear. Think about colour coordination et c.
I personally get advice from girls about shopping, I buy clothes with girls and they tell me what shirt goes with which pants et c.

Well from what I see you could use a hair cut, get short hair bro. 1.5 inches on top and .5 an inch on the sides
