There is this girl. shes into me. i've caught her looking at me a couple times and most of the time when i catch her looking, she smiles. not your casual look over, its just that i can sense shes into me. problem is, whenever i try to spark a conversation, she sort of shuts it down.

its like shes attracted to me but not into talking to me? how would i be able to take this further if shes not responding to my initiation. its like she wants me because she cant have me because everyday she seems to want me more, her body language just cries out attraction. Do you guys think shes teasing or is actually into me?

Girls need excuses to come talk to you. In what ways have you tried to spark conversation? Just a general opener would do, or approach her from behind and be like "OH HEY! ... Nvm I thought you were someone else." And then make a false take away followed by a story.

In what ways does she shut down? Is it one word answers or is she giggling and like looking away and stuff. If there's a specific reason why she should be just teasing you, look for the signs of those when you approach her. She might just be naturally shy or you might not have shown interest in her when you approached her.

Emergency solution would be to just confront her about it. Lines like "Okay you have been staring at me a lot lately, and I feel there's this weird tension between us, so I'm gna be the first to break. So.. right.. HEY, watcha up to?"

Her verbals dont mean shit, even if she spoke hebrew it wouldnt matter, you dont need to wait for her to say anything positive to know whats up,no looking for reactions bro shes into you.. Game as normal actions speak louder than words right ?
