Hey there I have a question for all you. I'm trying to expand my social circle and all around meet new people, so I will be approaching random girls in the hall who I have no prior experience with. How should I go about walking up to them without being creepy and establishing some sort of connection so I can talk to her again without it being like "hey, there is that one weird kid again". I Have head a good way is to approach them while there is someone you know talking to them, but 99% of the time This wont work, what other options do I have?

Approaching random girls during school isn't really a good idea. You will come off as a creeper. The best way to improve your social circle is by meeting new friends through your current friends. You can also gain value during class by just being social and talking to everyone and that also helps you gain confidence.

Unless it comes off as completely coincidental. Like if you're running in the hallways chasing a friend and you accidentally bump her a little then just stop, apologize, introduce yourselves to each other, (you should be coming off as charming as possible throughout this process) and then move on. There isn't much you can do though hahaha maybe it can escalate to FB -> # but seriously.
