This. Referees naturally watch where the ball is so it's easy to get away with anything. I'd say most injuries happen above water because its hard to kick as hard underwater but there is definately arm holding, dunking, ankle grabbing, knocking the wind out of people, etc as far as underwater goes. People do get straight up clocked sometimes above water, I broke a kids jaw on "accident" once and I've also seen someone poke both my teammate's eyes hella hard on purpose to the point of bleeding. Shit happens, it's part of the game (not to say you should hit someone for no reason).
