When you make eye contact, she should be the one to break it first. After SHE breaks it, then look away. Just every time you make eye contact, hold it longer.
Another thing, make HER be the one trying to get eye contact with YOU. an example is when you are walking side by side, dont look at her most of the time, make her orient herself and be looking at you while you guys are talking. this communicates high status.
One last thing about eye contact, say something with your eyes, dont just stare at her. Send a message. Give her a seductive look now and then. Give her CONFIDENT eye contact. Give her dominant, give her playfull. Use your eyes to convey messages.

It isn't gonna be a huge issue to fix the Hot-Cold issue. Once you figure out the boundaries (i think you said you had...) just make sure you dont break them. After a while people will forget about the Hot-Cold. No high school girl has a long enough memory span xD

Def consider them =) As for the third point, sending a message with you eyes...Conveying emotions, hells even control of facial expressions, has always been difficult for me. You might need to guide me through that a bit more. This actually DOES take some practice. Look at pictures of some attractive facial expression. Take a look at Colin Ferrel with his furrowed brow look. Also try to FEEL what you want to convey. If you FEEL confident, you will LOOK confident. Another great way is saying things in your head while making eye contact. Ex: if you want to give her a seductive look, make eye contact and say this in your head: "we are gonna fuck and you are gonna loove it." (definitely not out loud haha) I usually say "you love me" in my head while making eye contact which makes a very confident expression. Hell i even say that out loud some times. Hope this helps man. I was talking to walla about this a while ago and I shared with him some openers for EC.
Personal favorite:
Me:"I'm sorry, did you just give me a dirty look?" (after I see her hold EC for a few seconds, 3 is the golden rule based on the 3 sec k-close)
HB:"What?"
Me:"Don't lie, I just saw you staring at me, so rude."
This one's another after the 3 sec:
Me:"Okay, that's it, we're having a real staring contest."
HB:"What?"
Me:"Please, you looked at me long enough, figured you were up for a game."
Basically, if a girl holds EC for more than 3 sec, it's already established that she's into you for whatever shallow reason. So, you can come in with more confidence than you normally could.

when im feeling confident, and im looking straight my way(walking towards a certain place), i see girls looking at me ,,,i dont look at them,if i do,they just smile,lol

What's wrong with being an arrogant asshole? I'm one, and I even tell girls. I don't have any problems. If it's not your goal to be one, then alright. Just don't put arrogant and asshole as negative traits.
As for EC... You're overthinking this, dude. What do you think she's thinking? "OH GOD HE STARES AT ME, I MUST LOOK UGLY" If she thinks that, you better stop laughing and pointing. If you have your eyes wide open, you'll look dumb. So what do you do? A mix. Smile, with normal, open eyes. When you get the basics down, you'll learn to read people fast.
If you really want to think about it, then take the basics first.
What does a smile express? Joy? Yes. Happiness? Yes.
...Attractiveness? fuck yes. People who look angry/neutral aren't nearly as attractive as smiling people. Don't fake the smile though, it's SO easy to see when it's fake. Think of something good, like your mom (I'm not joking. I have the coolest, most sweet mom ever) or some hot girl you just fucked (and please don't think fuck and mom in the same sentence. please).
