It depends on what your hair is like when it's long. Is it straight, curly, thin, thick? Also, ask your mom to do your eyebrows. That's something EVERY girl notices and few guys pay attention to.

For acne - I've used (prescribed) Tazorac and Amoxicillin and a Benzoyl Peroxide cleanser once daily. Cleared my skin in two months. Go see a dermatologist.
For hair - it doesn't really matter. You need to learn how to style it better. It's too short, flat, and clean. Mess it up some. Stick it up more. Let it have some "wisp" to it. You know what I'm saying? It needs to flow. Experiment some. Try a fauxhawk. Mess it up. Twist it around. And when you spike the front of your hair, for god's sake, it goes UP and to the SIDE not OUT. Wait til your hair grows out some then go to some gay guy at a salon and tell him to make you look good. Then, buy whatever the hell hair product he recommends you.
Thirdly, go watch Fight Club as soon as you see this. Think about the movie for a day. Then, go watch it again. And anytime you ever feel like a "bitch" - go watch Fight Club.

PS - The eyebrow thing. Do it yourself. Don't make your mom do it. That's embarrassing. Go watch a video on how to pluck your eyebrows for men. Go buy some tweezers. And get to work.

I'm probably not the best one to say this man, but bump some confidence in that smile on the 3rd pic. You seem very timid in there! Plus, I think fauxhawk sounds good. Take some time and a bottle of gel, and a fine comb. Just fuck with your hair for like half hour, see how you like it. For me the comb to one side has worked longest.
