Can't take a hint

So I'm in grade 11 and a member of my high school senior hockey team. last night we had our "rookie party" and it was awesome and i had a great time. This chick was there who i'd had classes with and was friends with and i was talking with her often during the night. So later i'm waiting outside the bathroom so i can take a piss and the chick and my buddy come down and start playfully shoving me out of the way cause i guess they also wanted to piss. Then she says "No! me and Sam are going in there next! and i was pleasantly surprised by this (she's hot) cause I figured we were gonna hookup. So we finally go in the washroom, we look at each other...and then she drops her pants and sits on the toilet -_-

long story short, we didn't hookup but this whole situation just confused me especially because later in the night I was still with her and she was saying how we hooked up. So basically I'm wondering, should i have asked straight up if she wanted to hookup? is it normal to just ask girls if they wanna hookup?
