Neg theory is terrible for us high school guys, and most of us would be better off if we never had heard about it. The Neg started as a technique Mystery used to break down bitch shields in women he found in clubs. It's wrong for us for two reasons: We're not Mystery and the girls we game aren't the kind you'd find in an average nightclub.
I don't know if you guys know what kind of guy Mystery is, but if you do, you're well aware that he's not who you want to be. I would imagine the Neg arose from his mind as a subconscious "fuck you" to the pretty girl who wouldn't kiss him when he asked her all nicely and bought her chocolates in 7th grade. Anyway, Mystery needs negs because of his outrageous get-up and demeanor. If he came up to me in full peacock kit and tried to talk, I would definately give him a "who the fuck are you and why are you talking to me."
As for the girls he games, he goes for the beat-ass party girls wearing minimal clothing who teased him while he was in high school. Don't waste your time watching him game, just trust me. He will go straight by stunningly beautiful women to find who has the least clothes on. These girls act the way they do in search of attention so that they can shoot down guys. It's a vicious circle, really. Mystery wants these girls because it was they who jacked his confidence up and made him a very angry person because it makes him feel better when they sleep with him since they were the girls going "you wish" to him back in the day. Those girls go out to clubs with the intention of shooting guys down because they resent the douchebags who have screwed them over in the past. Digressions aside, in HS, bitch shields are so exceedingly rare that the risk of knowing about negs and accidentally saying something mean and stupid is greater than that of running into a girl with a bitch shield and not knowing what to say.
All in all, negs are useless for us. However, know that what I say does not apply to gentle, tasteful, lighthearted teasing. For example, if a girl drops a pencil, a "smooth move" would be in order. It shows that you don't take your relationship too seriously and that you're a funny guy. The goal of teasing is to show that off, while keeping active indications of disinterest and the bruising of your targets ego to a minimum. A neg is essentially the opposite.
*I don't mean to rag on Mystery. Although most of his direct contributions are useless to us, he did steer the community away from crazy NLP towards natural game.
Also, forgive poor syntax and rambling, because I feel like this needed to be said sooner rather than later.
